Notice of Passing of a Community Improvement Plan and Community Improvement Plan Area Maps for Embrun & Russell
A decision was made on the date noted above to approve a Community Improvement Plan for Villages of Russell and Embrun in the Township of Russell as adopted by By-law 2025-035 & By-law 2025-036 as adopted on March 10, 2025, under Section 28 of the Planning Act. By-law 2025-035 designates certain areas in the Villages of Embrun and Russell as Community Improvement Project Areas, as shown in the CIPA maps, and By-law 2025-036 adopts the Community Improvement Plan of the Township of Russell.
The Community Improvement Plan applies to a portion of the Village Core and Commercial Sectors of the Villages of Russell and Embrun. Refer to full document on the website at www.russell.ca/cipvillages for specific area of the CIP.
The purpose and effect of the Community Improvement Plan is to support and improve the Village Core and Commercial Sectors of the Villages of Russell and Embrun through the use of design guidelines and various grants and incentive programs to promote continued investment. Several programs are being proposed intended to promote revitalization; and, to facilitate upgrades for enhanced accessibility for persons with disabilities.
When the Decision is Final
The proposed Community Improvement Plan is exempt from approval by the Minister of Municipal Affairs and Housing. The decision of the Township of Russell is final if a Notice of Appeal is not received on or before the last date of appeal (April 1st, 2025).
Who Can File an Appeal
Only the applicant, the Minister, or an owner of land affected by the planning application, a specified person or a public body who made written or oral submissions to the Council of the Township of Russell prior to Council’s decision may appeal a decision of the Township of Russell to the Ontario Land Tribunal. No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the Council of the Township of Russell or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.
