Being a by-law to designate two parts of the area covered by the Official Plan for the Township of Russell as the 'Village of Embrun Community Improvement Area' and 'Village of Russell Community Improvement Area'. Council Meetings held on March 10, 2025. 

WHEREAS Section 28(2) of Part IV of the Planning Act, R.S.O. 1990. c. P.13 ("the Planning Acf') empowers the council of a municipality in which the official plan is in effect to designate the whole or any part of the municipality covered by an Official Plan as a community improvement project area; and

WHEREAS The Corporation of the Township of Russell has adopted an Official Plan which covers all the land within its boundary, and which contains provisions relating to community improvement; and

WHEREAS Section 28(1) of the Planning Act, defines a "community improvement project area" as "a municipality or an area within a municipality, the community improvement of which in the opinion of council is desirable because of age, dilapidation, overcrowding, faulty arrangement, unsuitability of buildings of for any other environmental, social or community development reason"; and

WHEREAS in 2020 an As We Heard It Report provided significant background information on the opinion of the previous CIP from participants in the program to help inform the updated (2025) CIP; and

WHEREAS on February 3, 2025, a Public Meeting was held with respect to the Township of Russell Community Improvement Plan, pursuant to its authority under Section 17 of the Planning Act; and

WHEREAS the Council of the Corporation of the Township of Russell deems it expedient and in the interest of the Municipality to designate the land hereinafter described as a community improvement project area; now therefore be it

RESOLVED THAT THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF RUSSELL HEREBY ENACTS AS FOLLOWS:

  1. THAT By-law 2015-143, being the 2015 Township of Russell Community Improvement Plan By-law, previously approved on December 14, 2015, be and the same is hereby repealed.
  2. THAT By-law 2025-020, being the same Township of Russell Community Improvement Plan By-law, previously approved on February 10, 2025, be and the same is hereby repealed.
  3. THAT pursuant to Section 28 (2) of the Planning Act, the lands illustrated on Schedule "A" to this by-law, are hereby designated as a community improvement project area to be known as the "Village of Embrun Community Improvement Project Area".
  4. THAT pursuant to Section 28 (2) of the Planning Act, the lands illustrated on Schedule "B" to this by-law, are hereby designated as a community improvement project area to be known as the "Village of Russell Community Improvement Project Area".
  5. THAT this By-law shall come into force and take effect upon being passed by Council.
