Winter Parking Information – November 1 to April 1
December, January and February
An on-street parking ban is in effect each night from 1:00a.m. to 7:00a.m. from December 1, 2023, to February 28, 2024, inclusively, regardless of weather conditions.
During this period, no person shall park a vehicle or permit a vehicle to remain on a street between the hours of 1:00 a.m. and 7:00 a.m., regardless of the weather conditions. Any person who does so is liable to a fine and/or will have their vehicle towed at the owner’s expense.
During a winter parking ban, please park in your driveway or use one of our designated overnight parking areas. Learn more about Parking regulations in the Township of Russell.
November and March
A pilot project continues for the 2023-2024 winter season.
In November and March, the on-street parking ban is reduced to alert-based only (since there is historically less snow during these months). Register for our parking ban notices.
Where to Park
During a winter parking ban, you can park at one of four designated parking areas between 7:00p.m. and 7:00a.m.:
- Camille Piché Community Centre, in front of the skate park (8 Blais, Embrun)
- Richelieu Park, west side (159 St-Moritz Terrace, Embrun)
- Russell park-and-ride parking lot, east side (1st Avenue, Russell)
- Duncanville Park, north side (1141 Concession, Russell)
There are a total of 48 overnight parking spots available. Maps of the designated areas can be found on our Parking webpage.
Any vehicle that remains parked in these designated parking areas during the day may be issued a ticket.
Commercial vehicles, buses, and trailers cannot park in these designated areas overnight. These lots are not supervised or controlled, and the Township will not be responsible for damage to vehicles.
Special occasion temporary parking permits are available for on street parking at no cost. Please contact the Public Safety and Enforcement Department.
