Notice Of Filing Of Environmental Assessment Addendum
Township of Russell has completed a Class Environmental Assessment (EA) Study Addendum to select a preferred method to provide the Highway 417 Industrial Park (“Industrial Park”) with water and wastewater servicing. This project is part of the Township of Russell Water and Wastewater Master Plan Update (2016). In 2019, The Township completed a Schedule ‘B’ Class EA to provide the Industrial Park with water and wastewater servicing.
The 2019 EA concluded that Alternative WS2 (Water Service from Existing Eadie Road Feeder main) would serve as the preferred solution for providing water servicing to the Industrial Park. This alternative involved constructing a new water storage facility and booster pumping station (“BPS”) in Area 1 of the Industrial Park. The supply watermain to the facility would be extended from the existing Eadie Road Metering Chamber and routed along Burton Road to Area 1.
The 2019 EA concluded that Alternative WWS2 (Trunk Sewer from Industrial Park to New Castor Sewage Pumping Station Near Embrun Reservoir) would serve as the preferred solution for providing wastewater servicing to the Industrial Park. This alternative included a local sanitary network to collect sewage within the Industrial Park development areas. The local sewers would then discharge into a sanitary trunk sewer that would run along an unopen road allowance (Between Concession 4 and 5) from the Industrial Park to the Castor Street and Notre Dame Street intersection where a new Castor SPS would be constructed. The Castor SPS would then discharge the sewage under the Castor River and into the Russell Sewage Lagoon.
However, based on additional field studies and new information changing the depths of key infrastructure/construction technologies, the preferred water and wastewater servicing alternative would require re-evaluation.
The findings of the EA addendum identified new preferred alternatives for water and wastewater servicing:
- Provide water servicing from the Eadie Road Feedermain via Aboveground Steel Tanks and BPS, including re- chloramination, based on the new site location within Area 5 to feed potable water to the Industrial Park.
- Provide wastewater servicing via local trunk sewer and an Industrial Park SPS that will discharge via force main along an unopen road allowance constructed using trenchless technologies directly to the Russell Sewage Lagoon.
The Township has planned this project under Schedule B of the Municipal Class Environmental Assessment. By this Notice, the Addendum is being placed in the public record for review and comment in accordance with the requirements of the Municipal Class Environmental Assessment. Subject to comments received as a result of this notice, the Township intends to proceed with the construction of this project in the year of 2021.

Following review, interested persons should provide written comments to the municipality on the proposal within the 30- calendar day period beginning on June 10, 2021 and ending on July 9, 2021. Only the proposed change to the approved Project outlined in the Addendum is open to comment.
If there are outstanding concerns that the proposed change to the Project may adversely impact constitutionally protected Aboriginal and treaty rights, which cannot be resolved in discussion with the County, then a person or party may request that the Minister of the Environment, Conservation and Parks make an order for the proposed change to the Project to comply with Part II of the Environmental Assessment Act. Requests on other grounds will not be considered. This is referred to as a Part II Order, which addresses Individual Environmental Assessments. If there are no requests received by July 9, 2021 , the Township will proceed to carry out the design and construction of the Highway 417 Industrial Park Water and Wastewater Servicing.
