New Pilot Project for Winter Parking Bans
Presently, between November 1 to April 1, no vehicles can be parked on any street in the Township of Russell from 1:00a.m. to 7:00a.m., regardless of weather conditions.
However, following approval by Council a pilot program is in effect for the 2022-2023 winter season:
- In December, January, and February, a regular winter parking ban will be in effect each night from 1:00a.m. to 7:00a.m., regardless of weather conditions.
- In November and in March, the on-street parking ban will be reduced to alert-based only (since there is historically less snowfall during these months).
Register for our parking ban alerts. You will receive an email notice before 2:00p.m. if an on-street parking ban is in effect. A notice will also be posted on our Parking webpage.
During a winter parking ban, you can park at one of four designated parking areas between 7:00p.m. and 7:00a.m.:
- Embrun Community Centre, in front of the skate park (8 Blais, Embrun)
- Richelieu Park, west side (159 St-Moritz Terrace, Embrun)
- Russell park-and-ride parking lot, east side (1st Avenue, Russell)
- Duncanville Park, north side (1141 Concession, Russell)
There are a total of 48 overnight parking spots available. Maps of the designated areas can be found on our Parking webpage.
Any vehicle that remains parked in these designated parking areas during the day may be issued a ticket.
Commercial vehicles, buses, and trailers cannot park in these designated areas overnight. These lots are not supervised or controlled, and the Township will not be responsible for damage to vehicles.
