The Township of Russell offers a commemorative tree and bench program to help families and groups honour the memory of a loved one. Participants may choose to have a tree planted or a bench installed in an approved park or along a recreational trail.
To make a request, please email the Parks and Recreation Department with the following information:
The cost of a commemorative tree is $800 plus HST. This includes the planting of a large-caliper hardwood tree in memory of your loved one.
The cost of a memorial bench is $2,000 plus HST. This includes the installation of a standard bench in memory of your loved one.
In both cases, the cost includes the plaque, installation, and ongoing maintenance.
Trees and benches are installed between April and October each year.
Depending on the request, the family or group may meet with a municipal employee to confirm the location and other details. Final placement is based on preferences, site conditions, and availability.
Donations made through the commemorative tree and bench program are tax deductible. The Township of Russell must receive the donation before December 1 of the current fiscal year to be eligible for a tax receipt.
This program has been in effect since 2014.

Non‑profit community organizations may be eligible for funding to support local projects and events. Find information about the Community Grants and Contributions program, including eligibility and application details.

Russell Township Fire Services does inspections by request, complaint, or annual routine as required in the Ontario Fire Code.
Property owners or representatives can request fire inspections prior to purchasing or request a file search of the property. Contact the Russell Township Fire Services or 613-443-5528 for more information and applicable fees.
The Township displays the Canadian flag, the flag of Ontario, and the Township of Russell flag at Town Hall.
Upon request and approval by the Mayor, the Township may raise additional flags in recognition of special days, activities, or events in the Township.
Requests must be submitted at least three weeks before the event date.
Requests are reviewed and approved on a first‑come, first‑served basis. Requests from business, religious, or political organizations cannot be approved.

Before submitting a formal request, contact the Freedom of Information and Privacy (FOIP) Coordinator at the institution that holds the records to determine if a formal request is required.

If estimated fees are expected to exceed $25, the applicant will receive a fee estimate. If estimated fees exceed $100, a deposit of 50 percent of the estimated amount may be required.
Within 30 days, the Township will send a decision identifying which records are available and what information may be released. Any additional fees, such as search time, will be outlined in the decision.

A proclamation is an official statement issued by Council to recognize or raise awareness of a special occasion, event or cause that is important to the community. Proclamations are ceremonial and help highlight community initiatives, milestones and awareness campaigns.
This request form applies to community groups registered within Prescott-Russell and residents only.
