Planning a fundraising lottery event? Here is what you need to know to apply for a lottery licence with the Township of Russell.
Lottery licences are available to eligible charitable and not‑for‑profit organizations.

Contact the Clerk’s Department for the Lottery Licence Application form or 613-443-3066.
The licence fee is 3% of the total proposed prize value.
The minimum fee per application is $50.
You must have a valid lottery licence before you print tickets, promote or run a charitable gaming event.
Late or incomplete applications may result in the cancellation of your event.
If your organization has never held a lottery licence with the Township of Russell, contact the Clerk’s Office to start the eligibility review process.
First time organizations must submit their application at least 21 days before the event.
All organizations that have previously held a lottery licence must submit their application at least 14 days before the event.
To maintain their eligibility, organizations must submit to the Township the following documents each year:
Requests to extend or amend a licence must be submitted in writing to the Clerk’s Office at least 14 days before the licence expiry date.
All licensees must submit a Lottery Report of Results after each event.

Submitting reports is required under AGCO regulations to keep your organization in good standing. Reports must also declare how funds raised were allocated and the specific amounts distributed.

If you have been divorced, you must bring official proof of divorce when you apply. This can be the original document or a court‑certified copy of one of the following:
Important note: A Divorce Order is not the same as a Certificate of Divorce and will not be accepted.
If you have had your name legally changed, please provide a change of name certificate as proof.
