Township Water System

The Township of Russell provides safe, high‑quality drinking water in sufficient quantities for residents.

The Township of Russell water system includes three water towers and one reservoir. Drinking water is supplied by the City of Ottawa and is pumped overnight the Township reservoir, where it is re-chlorinated and stored. From there, water is distributed to the Embrun, Russell, and Marionville water towers.

The Township has plans to expand our water infrastructure to match the growth in our community.

Drinking Water Quality Management

The Township of Russell operates its drinking water system under a formal Quality Management System. The Operational Plan defines how water quality is managed and monitored in accordance with the Province of Ontario’s Drinking Water Quality Management Standard.

Environmental Compliance

The Township’s drinking water system meets all provincial environmental requirements by:

• Being inspected annually by the Ministry of the Environment, Conservation and Parks (MECP)
• Following all applicable provincial guidelines and procedures
• Holding a valid Municipal Drinking Water Licence and Drinking Water Works Permit, as required under Ontario drinking water legislation
• Completing an annual Compliance Report, outlining adherence to all Environmental Compliance Approval requirements

The Compliance Report is available to the public by March 31 of the following year. Residents may request a copy from the Public Utilities Department or view a printed copy at Town Hall.

Annual Drinking Water Report

The Township of Russell submits an annual report on its drinking water system to the province.

The report is also available for viewing at the Infrastructure Office, located at 851 Route 400, Russell.
