Community Safety and Well Being Plan

On January 26, 2026, Township of Russell Council adopted a Community Safety and Well-Being Plan. The goal of the Community Safety and Well-Being Plan is to support and promote sustainable communities.

The plan identifies risks to community safety and well-being and sets actions to help reduce these risks.  Over one hundred community individuals, groups, organizations, and agencies have been consulted in this process.

Under the Province’s Safer Ontario Act, 2018 municipalities are required to develop a Community Safety & Well-being Plan using the provincial government’s Community Safety and Well-Being Framework.

Safety and Well-Being Priorities

The overall purpose of the plan is for everyone to feel safe, have a sense of belonging, access to services, and where individuals and families can meet their needs for education, health care, food, housing, income, and social and cultural expression.

The priorities in this plan are:

• Mental Health, Substance Use and Health & Well-Being;
• Social Determinants – (Income and Employment, Housing, Transportation, Population-Specific Risks, Geographic Considerations); and,
• Violence and Justice (Violence Against Persons).
