TAKE NOTICE that the Council of The Corporation of the Township of Russell passed By-law 2025-75 to adopt a new Local Official Plan on May 26, 2025, pursuant to Section 17(22) of the Planning Act, R.S.O. 1990, as amended. This Notice of Adoption is issued pursuant to Section 17(23) of the Planning Act.
This New Local Official Plan is subject to approval from the United Counties of Prescott and Russell.

The proposed new Official Plan incorporates the various changes that were introduced by the Provincial Planning Statement in 2024 along with the changes introduced by the United Counties Official Plan approved by the Ministry of Municipal Affairs and Housing July 7, 2023. It also incorporates new sections, goals, and policies that will allow for the continued growth of the Township of Russell both in terms of population and as a commercial and industrial hub.
A complete copy of the New Local Official Plan and supporting documentation are available for inspection on the Township of Russell website and in person at the Planning Department (717 Notre Dame Street, Embrun Ontario).
Prior to the adoption of the New Local Official Plan, a statutory Public Open House was held on February 12, 2025, and a statutory Public Meeting was held on April 7, 2025, in accordance with the Planning Act.
Throughout this process, Council had the opportunity to review written and oral submissions made by the public and agencies with respect to this New Local Official Plan, prior to rendering their decision to approve the said New Local Official Plan.
Under the provisions of Section 17(2) of the Planning Act, the United Counties of Prescott and Russell being the upper-tier municipality is the approval authority for the Township of
Russell Local Official Plan adopted under Section 17(22) of the Planning Act. As such, the New Local Official Plan has been forwarded to the United Counties of Prescott and Russell for review, as required by Section 17(31) of the Planning Act.
Any person or public body will be entitled to receive notice of the decision of the approval authority with respect to the New Local Official Plan, if a written request (including the person’s or public body’s address or email address) to be notified of the decision is made to the approval authority:

Only individuals, corporations or public bodies may appeal a decision of the County regarding the New Local Official Plan to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.
