Township Services
You do not need to take any action to open a water and sewer account. The Township will create your account when we receive the change of ownership documents from your lawyer, usually around your closing date. A $25 administrative fee will be added to your first invoice.
Water and sewer invoices are issued in the name of the property owner only. Accounts cannot be placed in a tenant’s name. This helps prevent unpaid balances and penalties.
You are encouraged to register for e‑billing and or pre‑authorized payments.
After your property is sold, contact the Finance Department with your new mailing address, including a post office box if applicable. A $25 administrative fee will be added to your final invoice.
Your final bill will reflect water consumption from your last regular meter reading to your final reading date.
If you are enrolled in a pre‑authorized payment plan, it will be cancelled automatically once your final invoice is paid in full.
Please notify the Finance Department as soon as possible if your mailing address, email address or phone number changes.
Failure to receive an invoice does not cancel penalty or interest charges. Mail may not be delivered if an address is incorrect or incomplete.
Water and or sewer bills are issued every three months:
Water meters are read on the 15th day of the month before your bill is issued.
Water and sewer users are charged a flat fee each billing cycle. This fee covers administrative and operational costs.

You are also charged based on how much water you use. This is measured by your water meter.
As of January 1, 2026, the variable consumption rate is $3.41 per cubic metre.

Virtual Russell lets property owners securely access their water and/or sewer bills online. You can view account details, update your mailing address and sign up for e‑billing.
Pre‑authorized payments make paying your property taxes and water and/or sewer bills easier. Monthly payments are automatically withdrawn from your bank account, helping you avoid missed deadlines or late fees.

You may also use the 24‑hour outdoor drop box located to the left of the main Town Hall entrance.
If mailing your payment, allow enough time to avoid late charges.
Any unpaid water charges remaining at the end of February are transferred to your property tax account each year.
Your water meter displays total water used since installation.
Your water meter already alternates between showing total usage and flow rate.
If all water fixtures are turned off and the meter still shows flow, you may have a leak in your plumbing system. Leaks on your property are the responsibility of the property owner. Please contact a plumber if you suspect a leak.
