Official Plan

What is the Official Plan?

The Official Plan is the Township of Russell’s main planning document. It explains how land within the Villages and 417 Industrial Park may be used and how our community will grow and change over time. The lands outside of the Villages and 417 Industrial Park are subject to the United Counties of Prescott-Russell (UCPR) Official Plan.

In addition to the UCPR Official Plan, the Township Official Plan works together with provincial rules such as the Planning Act the Provincial Planning Statement.

The Official Plan also provides the foundation for the Township’s Zoning By-law, which sets more detailed rules for land use and development.

What Areas Does It Cover?

The Official Plan guides development up to 2046 in:

The villages of Embrun, Russell, and parts of Limoges and Marionville
The 417 Industrial Park

If your property is outside of these areas, it may be covered under the County Official Plan.

Why Is It Important?

The Official Plan helps decide:

Where new homes, businesses, schools, and parks may be built
How roads, water, sewers, and community services will grow
How we protect natural areas, heritage, and water resources
How we plan attractive and complete communities

Does It Affect You?

Yes, the Official Plan affects all residents. It guides development and land use.

What If My Project Doesn’t Follow the Plan?

If you want to use or develop your property in a way that does not follow the Official Plan, you must apply for an Official Plan Amendment.

Schedules

Schedules are maps included in the Official Plan that show land use designations and help you understand what policies apply to a specific property.
