Community Grant Request

Program Description

Community Grants and Contributions are available to non-for-profit community organizations, groups or associations for community projects and events targeting the Township of Russell residents, encouraging community cohesion as well as community-building capacity.

Such projects and events may include Canada Day celebrations, winter carnivals, health fairs, career fairs, etc. and must take place within the Township of Russell boundaries. The global funds allocated through the Community Grants and Contributions are decided by Council annually during the municipal budget adoption period.

The Community Grants and Contributions program is intended to provide a modest level of financial support and should not be considered as the main source of funding for the organization.

How to Make a Request

1. Complete the application form linked above
2. Prepare the following documents:
   1. Rental Contract (if applicable)
   2. List of Boards of Directors or Steering Committee
   3. Letters patent for first-time applicants only
   4. Financial statements for the previous year for requests over $1,000
3. Email the completed form and documents to Parks and Recreation Department.

Funding for community projects and events is evaluated using the criteria below.

Allocation Process

Timing and Deadlines

1. Applications are accepted year‑round; however, funding is not automatic. Most funds are allocated during the annual budget approval process.
   1. Recurring grants from previous years are reviewed during budget working sessions and approved at Council’s discretion during final budget approval.
2. All applications, including pre‑approved and new requests, must be submitted at least 30 days before the project or event date.

Review and Council Decision

1. All applications are reviewed by Administration:
   1. Eligible applications are presented to Council as Consent Items
   2. Applications that do not meet eligibility criteria, require Council support, or request more than the pre‑approved amount are presented in a Council report
2. Council’s decision is sent by email within 48 hours of the meeting.
   1. Funding for approved ad hoc grants is issued approximately four weeks before the event.
   2. Applicants will be notified by email whether the cheque is mailed or ready for pickup, based on the option selected in the application form.

Cancellation

If your activity is cancelled and funding has already been issued, the full amount must be returned to the Township within 30 days of cancellation.

Evaluation Report

Any organization receiving a grant (cash or in‑kind) must complete and submit an evaluation report.

• For funding under $1,000:
  • Submit the evaluation form and any required receipts within 30 days after the event
• For funding over $1,000:
  • Submit the evaluation form and any required receipts within 60 days after the event

Only organizations that meet all requirements and submit the evaluation report are eligible for future funding.
