Organic Waste Collection Begins in April
We are excited to announce the launch of our new Organic Waste Collection Program, designed to help reduce waste and improve our community’s sustainability efforts. Beginning April 7, we will be implementing a program to collect and compost organic waste, which includes food scraps, yard waste, and other biodegradable materials.
What Does This Mean for You?
- Collection Schedule: Organic waste will be collected weekly; on your regular collection day.
- What Can Be Collected? Organic waste includes items such as:
- Food waste and food soiled paper (except waxed paper)
- Yard waste
- Produce
- Meat, fish and poultry
- Dairy
- Bread, pasta, rice, grains, coffee grounds
- The full list can be found on the back of the collection calendar, download it here or pickup a copy at Town Hall. A copy of the list will also be included with your green bin delivery.
- What Can’t Be Collected? Please do not place glass, metal, plastic wrap/bags, foam, diapers/pet waste, hazardous waste, sod or rocks/gravel/dirt in the green bin.
- Bin Distribution: Each single unit household will receive a 120-litre green bin and a kitchen collection bin in late February or March.
Automated Collection Guidelines
- Only use the green bin that has been provided by the Township.
- Place the bin with the wheels facing away from the road and at least two feet away from parked cars, fences and other obstructions.
- Untie any ropes or tie-downs you may have used to secure the lid before collection day.
- Do not place hot ashes, coals or other flammable materials such as solvents, oil, gas or paint in the container.
- Green bins are the property of the Township. Please do not remove them from your home if you move. Please keep containers clean. We recommend writing your address on the bin with permanent marker.
- For bins needing replacement or repair due to normal wear, please contact infrastructure@russell.ca.
- Trucks will not return to collect bins that are placed out late, blocked, too close to obstructions or contain unauthorized materials.

Tips for Keeping Your Green Bin Clean
- Line the Bin: Use compostable bags or newspaper to line your bin. This helps contain messes and makes cleaning easier.
- Wrap & Freeze Food Scraps: Wrap meat and fish in newspaper or paper towels, then freeze until collection day to prevent odours and pests.
- Layer Waste: Alternate layers of food waste with yard trimmings or cardboard to absorb liquids and reduce smells.
- Rinse Regularly: Clean your bin with water and mild detergent or vinegar every few weeks to keep it fresh.
- Neutralize Odours: Sprinkle baking soda, add citrus peels, or use coffee grounds to reduce unpleasant smells.
- Use Baking Soda: Sprinkle a layer of baking soda at the bottom of your bin to neutralize odours.
- Stay Shaded: Store your bin in a shaded, ventilated area to minimize heat and odours.
- Secure the Lid: Ensure the lid is tightly closed to keep animals out.

What is the Organic Waste Collection Program? |
The organic waste collection program (also known as compost or green bin) is part of the Township of Russell’s commitment to sustainability and waste reduction. Starting April 7, 2025, it enables residents to dispose of food and organic waste for composting, keeping these materials out of landfills. Eliminating organic waste from landfills helps to reduce the amount of methane that is produced at the landfill site. Not only does it help to extend the life of the landfill site by minimizing what is disposed, it also helps to lower potential environmental impacts for a cleaner environment and Township. |
What happens to the organic waste collected? |
The Township of Russell has contracted GFL Environmental to transport and process the organic waste into compost. Once the organic waste is collected from your home, it will be delivered to the Transfer Station and then are loaded into a large transportation vehicle and delivered to GFL’s processing site. The processing equipment at GFL Environmental is not your typical backyard composter. Having large-scale commercial processing equipment that shreds, separates contaminants, constant aeration (addition of oxygen) and temperature control helps break down items like animal fats, bones and sanitary products. The process eliminates any pathogens during the process of creating a Double AA grade compost that is frequently tested to ensure it meets the highest standards. Participating in the organic waste collection program helps to reduce methane emissions, extend landfill life, and produce a valuable resource for agricultural and landscaping use. |
My green bin is too small for my household. Can I request a larger bin? |
If you feel your green bin is insufficient, you can request an additional or larger bin by contacting our Infrastructure Department at infrastructure@russell.ca or 613-443-1747. |
Can I put diapers or sanitary items in the green bin? |
Diapers and sanitary items are not accepted in the green bin and will still be items to put in the garbage. |
What about the smell and critters in summer? |

Can I use regular plastic bags in my green bin? |
No, regular plastic bags are not compostable and cannot be used. Please use certified compostable bags (e.g., ASTM D6400-certified) or line your bin with newspaper. These are available at most hardware and grocery stores. |
What should I do if I haven’t received my green bin? |
Green bins will be delivered to your home throughout February and March 2025. If you haven’t received yours by late-March, please contact the Infrastructure Department at infrastructure@russell.ca or 613-443-1747. |

Backyard Compost Bins
For residents who would like to compost, the Township sells 280 litres backyard composter at cost.
You can buy a backyard 280 litres compost bin for $95.50 by paying at Town Hall at 717 Notre Dame Street, Embrun. Once your payment is received, your bin will be delivered to your house in the following week.
The sale of composters is only available to residents of the Township of Russell.
