Water Meter Replacement Program

The Township of Russell is upgrading the water meter registers at every residence and business starting January 2019.

Master Meter Products Canada Inc., a professional water meter service company, is working on behalf of the Township to complete this project.

This upgrade is mandatory for all homeowners and businesses in Embrun, Russell and Marionville connected to Russell water, and requires access to the existing water meter. When it's time for your home to get the upgrade, you will be notified by mail, therefore keep an eye on your mailbox. In addition, ALL HOME OWNERS & BUSINESS OWNERS MUST call ahead and book an appointment that is most convenient for you through the phone number available on the letter. 

Provided you are properly prepared, a typical upgrade should take no longer than 15 minutes and, under normal conditions, water is not required to be shut off. By keeping the area surrounding your meter and shut-off valve nice and clear, the easier it will be for staff to access and efficiently install the new meter register.

This program will be conducted in phases across the Township.

Details:
  - When your home is part of a phase, you will be notified by mail, therefore keep an eye on your mailbox. 

  - All homeowners and business owners are required to call ahead and book an appointment.

  - Access to your home or business is required for the update which can typically take about 15 minutes. 

  - A person who is over 18 must be present.

  - Installers of Master Meter Canada will be identified when they arrive at your home or business.

When are the upgrades happening?

The upgrades start in January 2019, and will continue over the course of 4 phases across the Township. See phases above.

What do I need to do & how long will the installation take?

You must contact Master Meter Canada and book an appointment that is most convenient for you by calling 1-866-822-5707. 

Provided you are properly prepared, a typical upgrade should take no longer than 15 minutes and – under normal conditions – water is not required to be shut off. We simply ask that you keep the area surrounding your water meter nice and clear. The easier it is for staff to access, the quicker the new meter register can be installed.

How can I verify the identity of the Installer?

The Installers from Master Meter Canada will be wearing identification badges when they arrive at your home or business at the scheduled time. Their badges will also have decals for both Master Meter and the Township of Russell. If you have any doubt about the validity of the ID being presented, please call the Township's Infrastructure Office at 613-443-1747.

Why is this upgrade happening now?

With some meter registers in the Township having exhausted their lifespan unexpectedly early, now is the most sensible time to implement a township-wide upgrade. While it will take several months to install new meter registers at every residence and business in the township, the technology will ensure the system stays current and effective for up to 20 years. 

Have previous meter readings been wrong?

In a word — NO! Any meter registers that have failed, have had a shorter-than-expected battery life. This impacts a meter’s ability to display and transmit data — not its measuring capabilities. If your meter goes blank as a result of a dead battery, your current water consumption will be estimated based on your previous water consumption.

Will this upgrade cause my water bills to go up?

NO — The capital cost of the project is being funded from reserves. 

Does this affect homes with water sourced from La Nation?

No – This will not affect homes in Limoges with water from La Nation.

Does this affect new homes?

Yes – All homes with existing water meters, built before January 21, 2019, will need to have the registers replaced.
