Permits

A building permit must be obtained before commencing any construction. The application process varies depending on the complexity of the project and the completeness of the information is provided at the time of application. It is good practice to discuss your project with the building department before applying for a permit to facilitate the process efficiently. We are here to help – do not hesitate to ask questions.

Once a building permit has been issued, the various inspection stages will be noted on your building permit. To book an inspection, contact the building department at least 24 hours in advance.

Building permits are required for:

  • New construction including residential, agricultural, commercial, industrial, and institutional;
  • Additions and renovations;
  • Demolition both interior and exterior;
  • Garages and sheds that are greater than 108 ft²;
  • Decks greater than 108 ft² or any size deck which acts as access to a building;
  • Prefabricated structures including coveralls for agricultural use, portable classrooms, precast buildings etc.;
  • Wood stoves;
  • Temporary Buildings (tents);
  • Farm buildings including barns, sheds, silos, manure storage, grain bins etc.;
  • Change of use of a building or portion of a building for example changing from residential to commercial;
  • Solar panels;
  • Other Items as Required by the Ontario Building Code.

Development Charges

MUNICIPALITY OF RUSSELL NOTICE OF PUBLIC MEETING On Monday, June 17, 2019 the Council of the Municipality of Russell will hold a public meeting, pursuant to Section 12 of the Development Charges Act, 1997, as amended, to present and obtain public input on the Municipality’s proposed development charges by-law and underlying background study. All interested parties are invited to attend the Public Meeting of Council and any person who attends the meeting may make representations relating to the proposed by-law and background study. The meeting is to be held:

In order that sufficient information is made available to the public, the 2018 Development Charge Update Study was made available online at the Township’s website as of April 17, 2019. Copies of the proposed by-law and the background study also have been made available as of April 17, 2019 from the Town Clerk at the above location (613 443 3066 ext 2310). Interested persons may express their comments at the Public Meeting or in writing, addressed to the Town clerk, at the above address prior to June 17, 2019.

Development charges are fees levied against new residential and non-residential development to help pay for the capital costs required to support new growth (i.e. "growth paying for growth")

The various rates are authorized and governed by the Development Charges Act, 1997.

Fees are paid by property owners which are seeking a building permit to develop their properties.

Russell Township’s Municipal Council adopted the current Development Charge By-Law#2016-148 following a detailed Development Charge Background Study Development Charge Background Study
Development Charges are indexed annually according to the Statistics Canada Construction Price Statistics with the base index value being that in effect on August 31 in the year prior.

Private Sewage System Permit Requests

Effective January 1, 2012, residents and property owners of Russell Township will work with South Nation Conservation on all matters relating to septic permits for new construction, renovations, and legal searches (such as the purchase and sale of properties serviced by private septic systems). Information and forms are available at Russell Township municipal office, by visiting the South Nation Conservation website at www.nation.on.ca, or by calling SNC at 1-877-984-2948.
